The Stationary Radio, not be confused with a Handheld Radio, is an item in HL2RP used by Citizens and the Resistance.
They are used to listen to music, or as a way of communicating, much like the Handheld Radio.
The Combine class radios as high level contraband, so you be careful with possesing one having one.
